Intoduction to CE Marking
- CE Marking is the symbol . The letters "CE" are an abbreviation of the French phrase "Conformité Européene" which literally means "European Conformity".
- Under the EU Construction Products Regulation (CPR), from 1st-July-2013 "CE Marking" will become mandatory where a Harmonised European Standard exists such as "Sealed unit manufacture, Window/Door manufacture or Supply and Installation of Windows/Doors.
- This applies to all Window/Door manufacturing materials such as PVC-u, Aluminium, Timber and Steel.
- "CE Marking" is not a quality standard, It is a to ensure the safety of a product or service.
- From the 1st-July-2013 an installer can be deemed responsible for "CE Marking" of window/door products that they install (more information is available below which is more specific to each classification of customer).
- Note:- Compliance to EN 14351-1:2006 and CE Marking is not the same as compliance with Building regulations Doc-L (Insulation Regulations) or Doc-N (Safety Regulations).
CE Marking for Window Manufacturers(Manufacturers/Installers)
- Companies who manufacture and install their own frames need to have a full System of Factory Production Control in place that meets the requirements of EN14351, Clause 7.3. Failure to have this system in place could lead to prosecution from Trading Standards.

- In order to fully comply with EN 14351-1:2006 all companies who buy in Insulated glass units must also ensure that the insulating glass units they purchase also carry a "CE Marking". CE Marking for Installers (Where frames & sealed units are bought seperately)
- A company which purchases it's frames/sealed units from 2 separate sources will need to prepare some simple documentation in order to comply with EN 14351-1:2006.
- To achieve EN 14351-1:2006 the company needs to produce a "Factory Production Control (FPC)" Manual and claim compliance under "Self Certification".
- This manual is very easy to produce and will include documenting the procedures that are currently being followed. With the help of CENSolutions Limited, A.T.Cowen & Son have produced an "Example/Template FPC Manual" to help customers produce their own. Alternatively we can ask you for specific information and then produce the document for you.
- As your Sealed Unit Supplier we would also provide you with "CE Marking Declaration of Performances" for the sealed unit combinations that you purchase and you would need similar from your frame supplier.
- These documents then need to be printed, filed and made available for inspection.
- Once a company is compliant with EN 14351 it will be able to produce a "CE" Marked document.

- This is an example of what a company should write in their "Factory Production Control" (FPC) manual to ensure compliance with EN 14351. Everything that is printed in Red is example information and can be changed to be specific to your company (Ie. Company details, Staff titles and procedures).
- We are more than happy to assist you in the completion of this document. Once it is complete you will be compliant with EN 14351 and will be able to produce a "CE" Marked document.
- Having this document will allow you the flexibility of buying frames from one supplier and sealed units from another.

A.T.Cowen & Son's CE Marking Declarations of performance
A.T.Cowen & Son Ltd. is fully compliant in the following products:
- Single Toughened Glass- A.T.Cowen & Son Ltd. are compliant with EN 12150 on the basis of Type Testing to EN12150 and EN12600, together with an EN12150 compliant Factory Production Control system.
- Insulating Glass Units (Double & Triple Glazed) - Twinseal are compliant with EN1279/5 on the basis of Type Testing to EN1279 parts 2 & 3 (Argon) together with Part-6 compliant Factory Production Control system.
- Single Glazed (Non Toughened) Products - All products that A.T Cowen & Son Limited purchase in stock form from manufacturers (such as Laminated glass or Mirrors) are covered under CE Marking Declaration of Performances from the manufacturer.
Questions & Answers
- Is "CE Marking" required for all products and services?
No, it only applies to some products/services. - What if I change frame or sealed unit manufacturer in the future?
You will need to obtain a "Declaration of Performance" (DOP) to the correct specification from your new frame/sealed unit supplier. - What if my frame supplier can't offer me a "Declaration of Performance" (DOP)?
This could mean that they have not complied with the requirements of EN 14351 and therefore you would not be able to meet your obligations. This could lead to either one or both of you facing prosecution from Trading Standards. - Will these changes help the industry?
These changes will make it almost impossible for non complying companies to continue trading and will give the more responsible companies a better chance of a level playing field. Hopefully the back street windows/insulated glass unit manufacturers will cease to exist. - Once I comply with "CE Marking" do I need to physically mark my products ?
No, but you do need to have the documentation CE Marking Declaration of Performances and other information available upon request.
